Dopo l’ok della Corte dei Conti ieri all’Aran è stato sottoscritto definitivamente il Contratto che accompagna le immissioni in ruolo

In una riunione al Ministero sono stati illustrati i criteri che saranno utilizzati: per i docenti le assunzioni avvveranno per quota parte dalle graduatorie relative al 2010/11 (10.000) e per il resto (20.308) dalle nuove aggiornate al 2011/12.

Confemata la pre-intesa del 19 luglio, in cui si era  stabilito che la ricostruzione di carriera, procedura che viene espletata dopo la conferma in ruolo, sarà rallentata per chi entra in ruolo dal 1° settembre 2011. I gradoni stipendiali sono stati  rivisti, secondo questi parametri:

• ci saranno 6 fasce stipendiali, invece delle 7 attuali;
• Vengono accorpate la prima (0-2) e la seconda fascia (3-8), portandole a una unica fascia che va da 0 a 8 anni di anzianità;
• al compimento dell’ottavo anno di carriera (in seguito alla ricostruzione, cioè contando il pre ruolo), si mantiene lo stesso valore economico oggi previsto per quella fascia. L’accordo di ieri è stato firmato da UIL, CISL, SNALS, FGU, ma non dalla FLC CGIL, che afferma: “Vogliamo essere certi che al sacrificio dei lavoratori corrisponda una contropartita altrettanto seria:

• stabilizzazioni certe
• garanzia che tutti i posti vacanti e disponibili siano assegnati ai precari
• transitorietà del taglio in busta paga.”

Ecco i numeri che caratterizzano l’accordo:

30.308 docenti, dei quali 10.000 ad integrazione delle nomine effettuate nel 2010/11, e quindi utilizzando le precedenti graduatorie, e 20.308 dalle nuove.

Per gli ATA le nomine saranno 36.000, da cui bisogna detrarre i 450 posti accantonati per il concorso ordinario di DSGA e la quota parte (1300 posti) dei circa 4000 docenti inidonei che possono chiedere l’inquadramento nei ruoli ATA ed i posti degli idonei alla mobilità professionale.

I criteri di nomina per i docenti rimangono quelli già utilizzati in precedenza: il 50% delle assunzioni avverrà da Graduatorie di merito dei concorsi ordinari, il rimanente 50% dalle graduatorie ad esaurimento.
